Operation Fresh Start Results in 35 Arrests

SARASOTA, Fla. -- September 15, 2016 -- 1:45 p.m.

At a news conference Thursday morning, Sarasota Police Chief Bernadette DiPino announced the arrest of 35 individuals in Operation Fresh StartThe 35 individuals arrested already had a combined total of 327 felony convictions before the Operation.

The operation was conducted using undercover detectives who made drug buys from suspected street level dealers in areas that intelligence-led policing proved to be highest in drug crimes.  Operation Fresh Start was an investigation conducted between April 2016 and September 2016 by the Sarasota Police Department Narcotics Unit and Street Crimes Unit. 

The purpose of the five-month investigation was to target street level drug dealers within the City of Sarasota.  The operation began in April 2016 and ended with an arrest roundup on September 2, 2016.

As a result of the Operation, 35 individuals were arrested on various charges including: Sale of Heroin, Sale of Rock Cocaine, Sale of Rock Cocaine within 1,000 Feet of a Park, Church and Public Housing and Sale of a Controlled Substance.  The charges of Sale of Rock Cocaine within 1,000 Feet of a Park, Church and Public Housing carries a three-year minimum/mandatory sentence.

In addition to the 35 arrests, Sarasota Police Officers are still searching for 2 individuals:

In addition to the 35 arrests, 3 other individuals have been offered the opportunity for the deferred prosecution through the Sarasota Police Department Drug Market Intervention (DMI) program.  The 3 individuals have qualified for deferred prosecution because they have no previous crimes involving violence or firearms.  Original charges can be filed if the individuals are arrested in the future.

“Our goal is to stop open air drug markets in the City of Sarasota,” said Captain Corinne Stannish, Criminal Investigation Division.  “This is about continuing to make our neighborhoods safe and stop major distributors and drug traffickers in our area,” said Stannish.

Those arrested include:

  • Donald W. Stephens - Two counts of sale of rock cocaine within 1,000 feet of a park. Seven prior felony convictions.
  • Ryan L. Brown - sale of rock cocaine within 1,000 feet of a park. Possession of rock cocaine. Four prior felony convictions.
  • Jabari Abnui - Sale of rock cocaine, possession of rock cocaine with intent to distribute, four prior felony convictions.
  • Keshara M. White - Sale of rock cocaine within 1,000 feet of a school. Sale of heroin within 1,000 feet of a park. Ten prior felony convictions.
  • Michael L. Green - Sale of rock cocaine within 1,000 feet of a school. 21 prior felony convictions.
  • Eric Parker - Sale of rock cocaine within 1,000 feet of a school. Eight prior felony convictions.
  • Roderick N. Miller - Sale of rock cocaine within 1,000 feet of a park. Six prior felony convictions.
  • Michael A. Phillips - Sale of rock cocaine within 1,000 feet of a park. Sale of rock cocaine within 1,000 feet of a church. Ten prior felony convictions.
  • Ryan Duncan - Sale of rock cocaine within 1,000 feet of a park. Five prior felony convictions. 
  • James Fedee - Sale of rock cocaine within 1,000 feet of a park. Ten prior felony convictions. 
  • Aron Williams - Sale of heroin. Ten prior felony convictions.
  • Willie L. Langston - Two counts of sale of rock cocaine within 1,000 feet of a park. Fifteen felony convictions.
  • John Alford - Sale of counterfeit controlled substance. Five prior felony convictions.
  • Jonathan M. Simmons - Sale of rock cocaine. Three prior felony convictions.
  • Felton M. Poole - Sale of rock cocaine within 1,000 feet of a park. Two prior felony convictions.
  • Glendon Cokely - Sale of a controlled substance. Nine prior felony convictions.
  • Reginald E. Morris - Sale of rock cocaine within 1,000 feet of a park. 16 prior felony convictions.
  • Che O. Borders - Sale of rock cocaine within 1,000 feet of a park. Four felony convictions.
  • Geffrey M. Haynes - Sale of rock cocaine within 1,000 feet of a park, possession of rock cocaine. Nine prior felony convictions.
  • Todd W. Gunsby - Two counts of sale of rock cocaine within 1,000 feef to a park. 13 prior felony convictions.
  • Derrick L. Brown - Sale of rock cocaine within 1,000 feet of a park. 14 prior felony convictions.
  • Tennis T. Phillips - Sale of rock cocaine within 1,000 feet of a park. One prior felony conviction. 
  • Gregory Gillespie - Sale of rock cocaine within 1,000 feet of a park. Sale of heroin within 1,000 feet of a park. 14 prior felony convictions.
  • Tydarian M. Moore - Sale of rock cocaine within 1,000 feet of a park. Seven prior felony convictions.
  • Thomas Spann - Three counts of sale of rock cocaine within 1,000 feet of a park. Six prior felony convictions.
